Ukraine accused Russia yesterday of entering its territory with tanks, artillery and troops, an assertion quickly endorsed by President Obama, who said he believes Russian troops are threatening the nation’s sovereignty even as he ruled out military action, saying it was “not in the cards.”“Russia is responsible for the violence in eastern Ukraine.
