German Foreign Minister Frank-Walter Steinmeier said progress was made at late night talks with Ukraine and Russia on Wednesday 21. The talks, also attended by France, were aimed at deescalating after recent intense fighting and reaffirming a peace plan signed in Minsk, Belarus, in September last year.
