Ukraine’s security service — the SBU — detains two men late Sunday in the northeastern city of Kharkiv. They’re suspects in a deadly bomb blast from earlier in the day. The SBU says it’s detained a total of four men suspected of planning a series of attacks in the city with a Russian-made rocket launcher.
