The Corona crisis has impacted Europe across the board, developing from a major health crisis into a deep economic recession, the likes of which the EU has never seen before. It was with this in mind that the European member states called upon the Commission to develop a “comprehensive recovery plan and unprecedented investment to allow normal functioning of societies and economies and to promote sustainable growth, integrating inter alia the green transition and the digital transformation”.
