British Prime Minister Theresa May issued an ultimatum to the Kremlin to account for how a Russian-made nerve agent ended up in an attack on British soil. Russia must explain by Tuesday at midnight how Novichok, the rare Russian-manufactured nerve agent, poisoned a former Russian double agent, Sergei Skripal, and his daughter Yulia on March 4 in the town of Salisbury.
