PARIS — If one of his goals in sending Russian airplanes to Syria was to divide the Europeans, Vladimir Putin may have misfired.
Russia’s assertiveness, its bombing of the CIA-trained opponents of Syrian President Bashar al-Assad, and its not-so-subtle hints that it may send ground troops to the country, has had the effect of hardening EU governments’ positions on Moscow.
That doesn’t mean that Europe has any common answer — not to mention any satisfactory answer — to how to counter Putin’s Syrian play.
