NATO chief Jens Stoltenberg is looking to reduce the chances of risky military flare-ups with Moscow, like the Turkish downing of a Russian jet in November, as tensions over Ukraine remain high and war in the Middle East keeps NATO and Russian forces in close proximity to each other.
