The West is pretty good at measuring Russia’s conventional and nuclear military capabilities. But what about other weapons?
As is clear from events in Ukraine – and now in the Baltic states and elsewhere – regular military muscle plays only a small part in the Kremlin’s arsenal. Its armed forces’ main job is not actual fighting, but to provoke, intimidate and humiliate. This involves intrusions into other countries’ airspace (notably in Sweden last week) or flying annoyingly nearby (the United States). It means holding exercises that rehearse attacks and demonstrate new weapons (and the readiness to use nuclear ones).
