There was no shortage of Orwellian moments at the European Union foreign ministers’ meeting in Brussels on Monday (19 January), as leaders agreed to explore extraordinary measures to counter Russia’s “active propaganda campaign” – and then vowed that their response would not itself amount to propaganda.
