ARTEMOVSK, Ukraine — Artillery fire killed at least 14 civilians and injured dozens more in the conflict-torn eastern Ukraine Friday as fighting intensified between Ukrainian government forces and Russian-backed rebels.

The head of Ukraine’s regional police, Viacheslav Abroskin, said that seven civilians were killed and 10 injured during fights in the towns of Debaltseve and Vuhlehirsk north of the rebel stronghold of Donetsk where separatist forces are on the offensive.
