Why Putin deliberately uses Novichok to poison his enemies, even though it often fails to kill them

German doctors have accused Russia of poisoning top critic Alexei Navalny with the Novichok nerve agent in late August.
Though Novichok was developed in the Soviet Union in 1970s, the Russian state has used it in assassination attempts in recent years.
Two Russian agents used Novichok to try to assassinate a defected military intelligence officer in England in 2018, but failed to kill him. Navalny is expected to survive but with possible long-term damage.
