GROZNY, Russia — As I entered the lobby of my hotel in Grozny, I came face to face with two men dressed in tight black uniforms, revolvers hanging from their waists. They bore no military or police insignia, just two patched flags: Chechen on the right arm, and Russian on the left. A slightly unnerving welcome.
