Foreign ministers from the European Union’s member states are scheduled to spend most of their meeting on Monday (19 January) discussing how to improve relations with Russia if it meets its commitments to help end the conflict in eastern Ukraine.
The debate will be based on a discussion paper from the European External Action Service (EEAS), which is known to favour a focus on long-term ties with Russia, rather than on the immediate crisis between Russia and Ukraine.
A diplomat whose foreign minister had yet to receive the paper said her government was sceptical about disentangling a debate about Russia from Ukraine.
