Even though some of its member states are reluctant to do so, the European Union should regard Vladimir Putin’s Russia as a serious threat to peace and stability in Europe. The impact of the EU’s graduated use of sanctions against Russia and the vast deterioration in Moscow’s relationship with the west ought to persuade any rational leader that changes of policy are needed.
