By the book, deterrence is “a strategy intended to dissuade an adversary from taking an action not yet started” and “the maintenance of military power for the purpose of discouraging an attack.” But as a former NATO commander, in peace and in combat, I would add one thing to the dictionary definitions above — deterrence is also the ability to utilize proven elements of national power from a position of strength and credibility.
