Donald Tusk took charge of his first European Council on Thursday (18 December), and told EU leaders that they could go home rather than return for a scheduled second day of talks.
The new Council president had kept the agenda for his first summit simple, rebuffing efforts to add extra items for discussion and keeping a tight focus on three issues: the Commission’s proposed investment fund, the situation in Ukraine, and tax transparency.
