The recent diplomatic activity on Syria is intriguing. Russia, Mr. Assad’s most powerful supporter, has forged new ties with Saudi Arabia, his bitter foe and a major funder of Syrian rebel groups, and brokered a meeting between Syrian and Saudi intelligence officials.
