Russia is expected to veto a new U.N. Security Council resolution that would set up an international criminal court to uncover who was behind the downing of a Malaysia Airlines plane over Ukraine last year.
The vote, scheduled for Wednesday, would establish a special court to prosecute those responsible for shooting down Flight MH17 from the skies over eastern Ukraine last year.
