German Chancellor Angela Merkel is to meet with President Barack Obama today to discuss the re-escalating crisis in the Ukraine. She is then expected to fly to Ottawa to brief Prime Minister Stephen Harper. It is tempting to portray the West’s confrontation with Russia’s President Vladimir Putin over Ukraine as a clash of global titans. It might be more accurate to treat it as a contest between critically weakened powers, each hoping the other side gives in before they all go over a cliff.
