NATO is seeing a “substantial Russian buildup” along the border with and inside Ukraine, violating the Minsk ceasefire agreement, Jens Stoltenberg, the organization’s secretary general, said on Thursday.
“We are not certain about their intentions but we know their capabilities,” Stoltenberg said at “European Divides,” the launch event for POLITICO in Europe, noting that the Russians have been training separatist forces in eastern Ukraine and pumping sophisticated equipment into the region, from tanks and drones to high-tech anti-aircraft batteries.
“I call on Russia to withdraw all their troops from eastern Ukraine,” he said.
