The leaders of Russia, Germany and Ukraine have agreed on “concrete measures” to allow Organization of Security and Cooperation in Europe (OSCE) observers to monitor the shaky ceasefire in Ukraine.
The measures were agreed among German Chancellor Angela Merkel, Russian and Ukrainian counterparts, Vladimir Putin and Petro Poroshenko.
