The Arctic Council is made up of Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden and the United States and was created almost two decades ago to allow nations a diplomatic venue to talk about and deal with issues in the Arctic.
As the New York Times has noted the council was never intended to be a forum for debating military and security matters, and had “appeared to be immune to broader political differences.”
But Russia is accusing the Harper government of bringing issues about Ukraine to the Arctic council.
