Transatlantic relations, on fragile footing for the better part of the last three and a half years, have been fracturing further across a region that has in the recent past been a rare area of policy consensus. The Western Balkans, always a difficult portfolio, had seen a rare breakthrough agreement in 2018, when Greece and North Macedonia signed the Prespa Agreement, putting an end to a contentious dispute that had lasted for decades.
