Over the past five years, analysts have noted an increasingly assertive “global Russia” that has deployed military forces in Ukraine, Syria, Libya, Venezuela, and beyond, yet insufficient attention has focused on changes in Russia’s domestic security structure, particularly the drastic reorganization of internal security services and the creation of the National Guard in 2016.
