The European Union is set to impose new sanctions against Russia, targeting its finance and defense sectors over the conflict in Ukraine.
A decision by European Union ambassadors, meeting in Brussels, is expected later Tuesday.
In a conference call with President Barack Obama on Monday, the leaders of Britain, Germany, Italy and France expressed their willingness to adopt new sanctions against Russia in coordination with the United States.
The push for tougher moves against Russia have been fueled by the failure of international teams to access the Malaysia Airlines crash site in Eastern Ukraine.
