Pro-Moscow separatists and Ukrainian government officials are swapping accusations over who was behind a rocket strike on a convoy of civilians as it left the eastern city of Luhansk.
The circumstances remain murky and the allegations being made by the combatants can’t be independently verified.
Ukraine’s security spokesman Colonel Andriy Lysenko announced late Monday at a news conference in Kyiv that separatists had fired Grad rockets and mortars at a convoy of civilians fleeing the besieged city of Luhansk, accusing them of using weapons supplied by Russia.
